Cognassist vs the in-person specialist model
You don't have to choose between the rigour of a specialist and the reach of scale
See how Cognassist assesses every learner to one validated standard from day one, and frees your specialists for the work only they can do.
- 26,301
- UK apprentices in the normative sample
- Every learner
- assessed at induction, not only those referred
The real question isn't digital or specialist
A one-to-one specialist assessment is deep, human, and the right route for a formal diagnosis. But it was never built to cover a whole cohort. Specialists are scarce, learners wait, and identification depends on a referral or a disclosure, so need is found late or missed.
Under the renewed Ofsted framework, in use from November 2025, inclusion is now a graded, whole-provider accountability, not a job that sits only with your special educational needs and disabilities (SEND) specialists. So the real question isn't digital or specialist. It's how you support every learner, consistently, from day one, and what your scarce specialist time is for.
Compare
The in-person specialist model and Cognassist, side by side
| In-person specialist model | Cognassist | |
|---|---|---|
| Cost per learner | Deep, but expensive per learner and limited by how many specialists you can hire. An individual specialist assessment pathway can cost in the region of £5,000 per learner (an illustrative model figure, not a measured result). | Covers the whole cohort for a fraction of the per-learner cost of a one-to-one pathway, with specialists reserved for the complex minority. Pricing is a scoped conversation, never a per-learner list price. |
| Who gets assessed | Learners who are referred, disclose a need, or are seen to struggle. Others are identified late, or missed. | Every learner, assessed at induction on the same basis. No one waits to be noticed. |
| Ability to scale | Bounded by specialist headcount. More coverage means more hires. | Scales to the whole cohort with no specialist hours for the assessment and the initial support plan. |
| Consistency between assessors | Depends on the individual assessor, so results carry unavoidable human variation. | One standardised, validated assessment, normed on 26,301 UK apprentices, applied to every learner the same way. |
| Waiting time to support | Learners wait for a referral, an appointment, or a visible struggle before support starts. | Need is identified from day one, so support starts from the start. |
| Audit evidence | A point-in-time report, held separately from the rest of the learner's record. | A contemporaneous golden thread across the whole provider: assessed barrier, to adjustment, to plan, to delivered support, to recorded evidence. |
| Formal diagnosis and exam access | The specialist wins. A formal diagnostic assessment and Joint Council for Qualifications (JCQ) Form 8 exam access arrangements need a level 7 specialist in the room. | Not a diagnosis, and not the formal exam-access route. A recognised tool toward arrangements accepted by most awarding organisations, not a replacement for the specialist. |
Where Cognassist changes the maths
Substantiated, not asserted
Every learner assessed, from day one
Not only those who are referred or disclose. Cognassist assesses your whole cohort to the same standard at induction, with no specialist hours needed for the assessment and the initial support plan.
One validated standard for every assessor
A standardised assessment normed on 26,301 UK apprentices and guarded by nine Performance Validity Tests. Its two primary decision indexes meet the British Psychological Society (BPS) high-stakes reliability standard of r ≥ 0.8. Every learner is measured the same way.
Audit-grade evidence, built as you go
The golden thread links every assessed barrier to an adjustment, a plan, delivered support and recorded evidence, checked in real time by the Coverage Checker against the intent, implementation and impact standard, across the whole provider.

Cognassist amplifies your specialists, it doesn't replace them
Here is what Cognassist does not do, and why that is the point. It is not a diagnosis, and it does not replace a formal specialist assessment. Formal exam access arrangements still need a level 7 specialist in the room.
What changes is what your specialists are for: the platform and confident non-specialists carry the whole-cohort base, so your scarce specialists are freed for the complex cases and formal assessments only they can do. How you allocate that time stays your call.
- Not a diagnosis: a cognitive profile is a signal for professional judgement, not a verdict, and does not by itself establish disability under the Equality Act 2010.
- Formal exam access: still a level 7 specialist's job. Cognassist is a recognised tool toward arrangements accepted by most awarding organisations.
- Everyday inclusion at scale: confident non-specialists deliver evidenced support for the whole cohort, so your SEND and additional learning support (ALS) specialists focus where they are needed most.
Proof · Bedford College Group
A multi-site college chose scale over five times the specialist headcount
Bedford College Group piloted the full assess, plan, do, review cycle across four curriculum areas and three colleges, and found tutors could deliver personalised, evidenced support without depending on specialists. They committed to rolling it out to every learner rather than growing a specialist team to a size no provider could reach.
Proof · University of Exeter
And at scale, it works: over 80% achievement, above the national average
The University of Exeter embedded Cognassist at induction and grew its degree apprenticeship provision from 16 to 3,800 apprentices, while sustaining an achievement rate above the national average. Cognassist is one part of the reason for that result, not the whole of it.
“Lots of organisations use different tools, but Cognassist is a key factor for us and one part of the reason for our high achievement rates - currently over 80% - above the national average.”

FAQ
The questions a switching buyer actually asks
Can a digital assessment replace an in-person specialist assessment?
Not for everything, and it shouldn't. A formal diagnostic assessment and Joint Council for Qualifications (JCQ) Form 8 exam access arrangements still need a level 7 specialist in the room. But for identifying cognitive barriers across your whole cohort, consistently and from day one, and for evidencing the support that follows, a validated digital assessment does what a scarce specialist team cannot do at scale. It changes what your specialists are for.How does the cost compare per learner?
The in-person specialist pathway is deep but expensive per learner and capacity-limited. An individual specialist assessment pathway can cost in the region of £5,000 per learner; that figure is an illustrative model estimate, not a measured result or a Cognassist price. Cognassist pricing is a scoped conversation based on your cohort, never a per-learner rate. The point is capacity: Cognassist covers your whole cohort for a fraction of the per-learner cost of a one-to-one pathway, and reserves specialists for the complex minority. How do you assess every learner without one-to-one specialist assessors?
Every learner completes the same standardised assessment at induction, with no specialist hours needed for the assessment and the initial support plan. So need is identified from day one across the whole cohort, rather than waiting for a referral, a disclosure, or a learner to struggle first. Is it consistent between assessors?
It is one standardised, validated assessment applied to every learner on the same basis, rather than varying from assessor to assessor. It is normed on 26,301 UK apprentices, guarded by nine Performance Validity Tests, and its two primary decision indexes meet the British Psychological Society (BPS) high-stakes reliability standard of r ≥ 0.8.Does it diagnose learners?
No. Cognassist measures the cognitive differences associated with specific learning differences. The result is a signal for a tutor's professional judgement, not a diagnosis, and it does not by itself establish disability under the Equality Act 2010.Does it replace our specialists?
No. It amplifies them. The platform and confident non-specialists carry the whole-cohort base, which frees your scarce specialists for the complex cases and the formal assessments only they can do. How you allocate that time stays your call.
